General Account Information

Charges for all services are billed to the property owner at the end of each month of service. The property owner may request the billing be mailed in care of a tenant by completing a Utility Billing Authorization Form. There is a $5.00 processing fee for this service. Please note, the bill will still be the responsibility of the homeowner.

Starting Service

If you have just moved into a home in the City of Poulsbo, it is necessary to activate your account to receive service. A New Account Application Form is required along with a $20.00 processing fee.

How to Pay your Bill

Payment must be received by the 20th day of the following month of service to avoid a 10% late charge. The following are the ways to make your payment:

After Hours Payment Drop Box: King Olaf Parking lot behind City Hall and at the front entrance at City Hall

Phone: Call the cashier at 360-779-3901 or 206-223-5259 to pay with Visa or Mastercard debit or credit card.

Automatic Bill Payment: The City will automatically pay your bill each month via an Automatic Monthly Withdrawal direct from your checking or savings account. Click here to learn more about the process or to access the enrollment form click here.

Vacation Rates

If your property is on the City's water system, you may elect to have the Public Works Department lock off your meter while your home is temporarily vacant. The cost for the turn off/on is $20.00. The water, sewer and garbage charge will be suspended. Your monthly charge will continue for storm drain and fire protection. Utility Services Temporary Suspension Form.

Stopping Service

To stop billing charges for water and sewer, the water must be turned off and the meter locked off by the City's Public Works staff. City staff must read your water meter prior to stopping the service. Please call 697-8232 to make these arrangements.

Stopping Service due to Sale of Home

When selling your property, please contact the Accounting Technician (360-697-8232) to schedule a final meter read based on your closing date. When calling, please provide your new or forwarding mailing address, and, if possible, the new owner's information.

Returned Checks

If the financial institution returns your check for non-sufficient funds, you will be charged with a $25.00 non-sufficient fund fee. In addition, if this causes your account to becomes past due, a 10% late fee charge will be applied to your account.

Disputed Bill Amount

You may question the basis for one or more of the charges shown on your bill. Call (360) 697-8232 for an explanation of the charges. If, after explanation, you still dispute the charges, you must notify the Utility Billing office, in writing, stating the reasons and the dispute amounts. The dispute must be sent to the City of Poulsbo Utility Billing Office, P.O. Box 98, Poulsbo, WA 98370.

Low Income Services

Low Income Seniors and Low Income Disabled Citizens may qualify for reduced utility rates. Please refer to the Low Income Utilities Flier for qualification information. If you believe you qualify for this program, you will need to submit an application to the City of Poulsbo with the necessary financial information referenced in the flier.

Current Low Income Utility customers need to reapply to remain in this program at the beginning of each calendar year.
