Peddler's License

Who is required to obtain a license?

Anyone who goes from place to place, house to house trading, dealing, carrying, exposing or offering for sale goods, wares, merchandise or services of any type must apply for and be granted a Peddler's License as well as a business license.

If the person is acting as an agent for or is employed by someone else, both the individual and the employer (or principal if acting as an agent) must obtain a Peddler's License.

Exemptions

  • Sales person or other while soliciting trade from wholesale or retail dealers in the city
  • Newspaper carriers
  • Any person acting as a member of a nonprofit civic, charitable, fraternal, religious or youth organization (such as Little League, Girl Scouts, etc.)
  • Any person who peddles fruit, vegetables, berries, butter, eggs, fish, milk, poultry, meat or any other farm produce or edible which the person has grown, produced, caught or manufactured anywhere in the State of Washington
  • Any person who calls upon a resident of the city to display wares or offer services after being specifically requested by that resident to do so.

Fee

$15.00 nonrefundable application investigation fee.

Term

The Peddlers License is good until December 31st of the year in which the license is issued.

Application Procedures

You may download a copy of the form here. The forms are also available at City Hall.

Fill in ALL requested information on the forms.

Fill in an information sheet for EVERY person who will be peddling in the City of Poulsbo.

Submit the completed forms, together with the $15.00 nonrefundable fee, to the Clerk's Department.

The Chief of Police shall investigate each application and will normally have five working days to complete the investigation.

Upon approval by the Chief of Police, the Peddlers License shall be issued by the City Clerk.

If the application is denied for some reason, an appeal process is available. Contact the City Clerk for information on the appeal procedures.

Special Requirements

  • Peddling shall be permitted ONLY between the hours of 9:00 AM and 9:00 PM.
  • Each peddler involved in the business must carry a copy of the approved license and photo identification
  • No peddling is allowed prior to receiving an approved license from the city
  • All orders taken by licensed peddlers must be in writing, in duplicate and must include:
    • Name as it appears on the Peddlers License/Business License
    • Address of the peddler
    • Address of the principal (if peddler is acting as an agent)
    • Terms of the order
    • Amount paid in advance
  • One copy of the purchase order shall be given to the purchaser.
