	A budget is a plan that allocates the available financial resources to meet community needs. This allocation is made on the basis of policies, goals and objectives addressing how those needs are intended to be met. By doing so, the budget sets forth the scope of activity the City will undertake. The city's budget year is January 1 through December 31 and is prepared by the Finance Department.
