Development Regulations Update
The City of Poulsbo has embarked on a three-phased approach to update its development regulations. The first phase of the development regulation update was completed and effective February 16, 2011.
The second phase of the development regulations update is underway and is an update to the City’s Zoning Ordinance, codified as Title 18 in the Poulsbo Municipal Code. The main purpose of the zoning ordinance update is to incorporate new provisions contemplated by the City’s comprehensive plan, as well as to conduct significant reformatting of the ordinance.
Included with Phase 2, is a draft Code Enforcement Ordinance that consolidates the City’s code enforcement procedures and penalties into a new section of the Poulsbo Municipal Code 1.16.

Planning Commission Review
The Poulsbo Planning Commission began meeting on March 27, 2012 to complete a methodical review of the Draft Zoning and Code Enforcement Ordinances.
The Planning Commission will be meeting every week to review the Development Regulations. Meetings occur on Tuesdays at 6 pm. Please see the agenda below for additional information. Minutes will be posted when they become available.

Draft Zoning and Code Enforcement Ordinances
The Draft Ordinances and all associated documents related to the City of Poulsbo’s 2012 Draft Zoning Ordinance and Code Enforcement Ordinance were released March 6, 2012, and are available below as PDF files. Notebooks with hard copies of the draft ordinances, draft zoning map and supporting documents are available for review at the Poulsbo Library reference desk and at the Planning Department front counter.

Public Comment Methods
Comment on the 2012 Draft Zoning and Code Enforcement Ordinances are encouraged and may be provided to the City at any time during the process. Written comments may be mailed, faxed, or e-mailed to the City. Comments may also be hand delivered to City Hall. Verbal comments will be taken at the Planning Commission and City Council meetings and hearings.
The Planning Department maintains an e-mail list for those interested in receiving updates throughout the review process. Interested parties should contact the Planning Department and request to be placed on the 2012 Draft Ordinances e-mail list.

First Phase Development Regulations Update
The first phase of the update was initiated in September 2010, with the release of the Development Regulations Update Amendment package 1. This first phase developed provisions for the new land use classifications of Office Commercial Industrial (OCI) and Park (P), as well as a number of amendments determined appropriate for this first phase by the Planning Department. These amendments were formally adopted on February 2, 2011 and became effective February 16th, 2011.

The highlights of this first amendment package are:
- Zoning provisions and establishment of the new zoning district Office Commercial Industrial (in the Finn Hill Road/Olhava Way intersection area).
- Establishment of new administrative Boundary Line Adjustment procedures.
- Establishment of a new Administrative Conditional Use Permit procedure.
- Changing the City’s annual comprehensive plan amendment deadline from June 1st to November 15th of each year.
- Establishing a procedure for the release of concomitant agreements.
