The City of Poulsbo has embarked on a three-phased approach to update its development regulations.  The first phase of the development regulation update was completed and effective February 16, 2011. The second phase was completed and became effective March 27, 2013.

City Council Review Update: Public Hearing Scheduled

The City Council public hearing on the February 2013 City Council Revised Draft Zoning Ordinance and Code Enforcement Ordinance is scheduled for February 27, 2013 beginning at 7:00 p.m. 

The City Council concluded its workshop review of the Draft Ordinances on February 6, 2013. The Council finished its review of a Workshop Response and Recommendations Document, which was prepared by Planning staff to respond to the City Council's questions, concerns and requests for revisions during the Council's past seven workshops.

A February 2013 City Council Revised Draft Zoning Ordinance has been issued and incorporates revisions agreed upon by the City Council.

Public Comment Methods

Comment on the 2012 Draft Zoning and Code Enforcement Ordinances are encouraged and may be provided to the City at any time during the process.  Written comments may be mailed, faxed, or e-mailed to the City.  Comments may also be hand delivered to City Hall.  Verbal comments will be taken at the Planning Commission and City Council meetings and hearings.

The Planning Department maintains an e-mail list for those interested in receiving updates throughout the review process.  Interested parties should contact the Planning Department and request to be placed on the 2012 Draft Ordinances e-mail list.  Information on future meetings is e-mailed as available, as well as official notices.

The Planning Commission has completed its review and forwarded a September 2012 Planning Commission Recommended Draft Zoning and Code Enforcement Ordinances to the City Council.  The Poulsbo City Council will now begin its review.  The following workshops with City Council are scheduled:

Planning Commission Review

The Poulsbo Planning Commission held a public hearing on its August 2012 Revised Draft Zoning and Code Enforcement Ordinances and Draft Zoning Map.  With a vote of 7-0, the Planning Commission has forwarded a recommended Draft Zoning and Code Enforcement Ordinance to the Poulsbo City Council.

First Phase Development Regulations Update

The first phase of the update was initiated in September 2010, with the release of the Development Regulations Update Amendment package 1. This first phase developed provisions for the new land use classifications of Office Commercial Industrial (OCI) and Park (P), as well as a number of amendments determined appropriate for this first phase by the Planning Department.   These amendments were formally adopted on February 2, 2011 and became effective February 16th, 2011.

The highlights of this first amendment package are:

• Zoning provisions and establishment of the new zoning district Office Commercial Industrial (in the Finn Hill Road/Olhava Way intersection area).

• Establishment of new administrative Boundary Line Adjustment procedures.

• Establishment of a new Administrative Conditional Use Permit procedure.

• Changing the City’s annual comprehensive plan amendment deadline from June 1st to November 15th of each year.

• Establishing a procedure for the release of concomitant agreements.
