STORMWATER MANAGEMENT PROGRAM


This Stormwater Management Program (SWMP) is intended, along with the City's Comprehensive Stormwater Management Plan, to assist the City in planning, funding and implementing a comprehensive program for addressing current and future regulatory and policy requirements for managing stormwater runoff, water quality, flooding problems and the City's natural resources. The program and plan are implemented to respond to regulatory requirements, the need for public services and safety, and the City's commitment to protect and improve the quality of its natural resources and environment.

 

NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT

The City of Poulsbo is subject to a National Pollutant Discharge Elimination System (NPDES) permit which is administered by the Washington State Department of Ecology. The permit is intended to reduce the impacts from both point source and non-point source pollution carried by stormwater. To learn more about water pollution, click here.

The City's stormwater drainage system includes streets, ditches, culverts, pipes, swales, detention ponds and other publicly-owned facilities that collect and/or convey stormwater. The permit has requirements which must be addressed in the following categories:

   

    > Public education and outreach

    > Public involvement and participation

    > Illicit discharge detection and elimination program

    > Controlling Runoff from Development, Redevelopment and Construction

          Sites

    > Controlling post construction runoff

    > Pollution prevention and Operation and Maintenance for Municipal

          Operations

    > Total Maximum Daily Load Allocations (TMDL)

    > Monitoring

    > Reporting
